The article covers the problem of container terminal railway operating planning. The current issues of container terminal operations are discussed. The main goals and complications are identified. The authors define the main tasks to be solved in the domain and the methods to handle the tasks. The method of forming a container set for shipment on a railway car, the method of placing railway cars on the sidings of a container terminal, the method of dislocation of a large number of high-capacity containers unloaded from the cars are described. The article describes the architecture of an automated planning system for container terminal railways. The automated method of container-to-railway car distribution is described. The details on the implementation of all methods are specified within the form of algorithms. Finally, the conceptual architecture of the software is described. The article contains a detailed description of the experimental research of software for planning process optimization on container terminal railways. The authors describe the goals, the input data structure, and the organization of the experiments.
