The data transmission of global satellite navigation system is an important foundation to meet the needs of users and realize satellite management. In addition to receiving navigation messages, control commands and other data, satellite nodes also need to send their own operation status to the ground station. Information exchange between satellite constellation and ground station needs satellite ground link. In order to solve the problem in terms of satellite ground link stability and flow balance, this paper puts forward the access satellite selection and data download strategy, and establishes the simulation model with OPNET, and validates the strategy. The simulation results illustrate that the method can effectively improve the flow balance of satellite ground link planning and reduce data congestion.
