In order to effectively track a noncooperative orbital target, which might perform orbital maneuvers, by employing a satellite cluster, this article proposes a distributed estimation filter, called consensus-based cubature sliding innovation filter (CCSIF). The stochastic stability of CCSIF is proved, and an adaptive tuning method to find an appropriate width of sliding boundary layer is provided. The performance of CCSIF is verified by simulations. The results show that CCSIF can effectively track the noncooperative target even when the target performs orbital maneuvers, the prior information of which is unknown.
