The present invention relates to an apparatus and method for producing, storing, and transporting hydrogen, in which a rotor sail and a resistance sail are provided, and when wind blows, a lifting force is applied to the rotor sail and a resistance force is applied to the resistance sail in a direction perpendicular to the lifting force, and thus, a force can be applied in the propulsion direction of a ship by adjusting the magnitudes of the lifting force and the resistance force.
