The present invention relates to a traffic safety service test system comprising: first and second vehicle driving simulators for generating state information of first and second vehicles; first and second traffic simulators for receiving the state information of the first and second vehicles from the first and second vehicle driving simulators and generating driving data of the first and second vehicles; a simulator to on board unit (Sim2OBU) server for collecting, from the first and second traffic simulators, the state information of the first and second vehicles and the driving data of the first and second vehicles, and storing the same; and first and second on board units (OBUs) including first and second virtual GPS servers for receiving, from the Sim2OBU server, the state information of the first and second vehicles and the driving data of the first and second vehicles and generating first and second basic safety messages (BSMs), wherein the first and second OBUs exchange the first and second BSMs with each other, and each of the first and second OBUs calculates the possibility of a collision between the first vehicle and the second vehicle on the basis of the exchanged first and second BSMs.
