A structure with a foam foaming device for geoengineering is characterized by (A) having an effective relative velocity difference with the atmosphere so that the desired location of the structure in contact with the atmosphere can generate turbulence that decomposes foam, and (B) being capable of maintaining an effective relative velocity difference with seawater so as to be able to generate wake waves that decompose foam which has fallen to the surface of the water from a foam outlet. In one embodiment, the structure is a ship.
