Aspects of the subject disclosure may include, for example, constructing a vehicle record for a driverless vehicle that indicates capabilities of the vehicle for responding in an emergency; receiving an alert regarding an incident; analyzing a database to identify available vehicles for responding to the incident; selecting a vehicle from the available vehicles in accordance with selection criteria including a current vehicle location and capabilities of the vehicle; directing the selected vehicle to the incident location; directing the selected vehicle to perform one or more actions to respond to the incident; receiving data from the selected vehicle regarding performance of the actions; analyzing the data to evaluate the performance; and generating a report of the incident including an indication of the performance.
