To provide a roadside communication device that can transfer, to an appropriate vehicle, information from another vehicle; a roadside communication method; and a recording medium,this roadside communication device comprises: a reception unit that receives a first wireless signal from a first moving body; a determination unit that determines a notification target range on the basis of at least one among the traffic properties of a road where the first moving body is located, the environmental state of the road, and the attributes of information included in the first wireless signal; and a transmission unit that transmits a second wireless signal including said information to a wireless terminal within the notification target range.
