A control device includes an external environment recognizing unit that recognizes a surrounding situation of a moving body based on external environment recognition data acquired from an external environment sensor, and a prediction unit that, based on the surrounding situation, performs prediction regarding rush-out of a moving obstacle to a first lane in which the moving body is positioned. The external environment recognizing unit recognizes, as the surrounding situation, behavior of opposite-direction moving bodies moving in a second lane adjacent to the first lane in a direction opposite to a moving direction of the moving body, the opposite-direction moving bodies including a first another moving body positioned in the moving direction of the moving body and a second another moving body moving behind the first another moving body. The prediction unit predicts a possibility of rush-out of the moving obstacle based on a behavior of the second another moving body.
