An autonomous mission selection process for improving performance, the process using an Observe, Orient, Decide, and Act model wherein sensors are used for observing a situation and guiding initial mission planning. Aa machine cognitive re-planner assesses inputs, orients, and replans operations including deciding on a payload and determining a route and autonomously acting to direct the mission selected.
