A pedestrian terminal transmits a message including pedestrian information to a roadside machine from an ITS communicator. In a case where the message transmitted from the pedestrian terminal is received by an ITS communicator, the roadside machine accumulates the pedestrian information included in the message in a storage as passage history information and a controller generates path guidance information related to an evacuation path at a time of occurrence of a disaster based on the passage history information of the storage. Particularly, a care-needed person such as an aged person or a person frequently performing a dangerous behavior is detected, and the path guidance information for the person is generated. The message including the path guidance information is transmitted to the pedestrian terminal present nearby.
