A propulsion system for a vehicle comprises at least one propeller and at least one ducted fan. Each of the propellers is mounted on a respective duct of the ducted fan's outer perimeter and is adapted to be driven by a first electric motor. Each of the ducted fans is mounted within the duct and is adapted to be driven by a second electric motor. The rotation speeds and the blade pitch angles of the propellers and of the fans are controllable to achieve optimized efficiency of the propulsion unit, reduction of the noise of the system and minimization of combined torque of the system on the vehicle, by independently controlling the ducted fan RPM, the propeller RPM, and the propeller blades pitch angle.
