A battery charging device for a vehicle comprises: a power supply chip that is enabled according to voltage levels of a control pilot signal and a chip enable signal and supplies an internal power voltage; a charging controller that receives the internal power voltage and controls charging of the vehicle battery based on the control pilot signal; and a charging controller that receives the internal power voltage, receives the control pilot signal, and enables the power supply chip by adjusting the voltage level of the chip enable signal, thereby capable of stably supplying power to the vehicle battery charging device based on the control pilot signal regardless of a sequence of control pilot communication, which varies depending on the type of electric vehicle supply equipment (EVSE).
