A method for forming a vehicle starting battery using an LTO battery of the present invention includes: an alternator; a basic pack that is a series 5-layer battery pack using an LTO battery including an equalizer and BMS; and an additional pack that is a serial 6-layer battery pack using an LTO battery including an equalizer and BMS, wherein the basic pack and the additional pack are connected in parallel to form a vehicle starting battery.
