Disclosed is an offshore hydrogen production facility. According to an embodiment of the present invention, the offshore hydrogen production facility comprises: a deck unit installed to be spaced from a water surface; a plurality of legs supporting the deck unit; a plurality of jacking devices installed in the deck unit and lifting each leg to adjust height of the deck unit; a hydrogen production device installed in the deck unit and producing hydrogen in a water electrolysis method; a hydrogen storage container installed in the deck unit and storing the hydrogen produced in the hydrogen production device; and a hydrogen transfer pipe transferring the hydrogen of the hydrogen storage container to a storage facility.
