The present invention relates to a panel that can be used for indoor and outdoor floors or walls in offshore plants or ships. More particularly, the present invention is to provide a fire-resistant composite panel with improved strength, lightweightness, thermal insulation and fire resistance performance while meeting the standards for use in marine environments. To this end, the present invention comprises: a metal plate; prepreg which is laminated on the metal plate, and is formed by impregnating a synthetic resin mixed with a phenol resin and an additive into a glass fiber substrate; and an insulating material laminated on the prepreg.
