A charging device capable of reducing a low-frequency leakage current is disclosed. According to the present invention, the charging device comprises: a power factor correction converter which includes a switching element, corrects a power factor of alternating current (AC) power provided from an external charging facility through on/off control of the switching element, converts the AC power into direct current (DC) power, and outputs the DC power; a DC link capacitor connected to both ends of the power factor correction converter to form a DC voltage; a DC-DC converter which converts the magnitude of the DC voltage formed by the DC link capacitor into the magnitude of the voltage required from an energy storage device to be charged; and a duty controller which determines the duty of the switching element in the power factor correction converter based on the size of a common mode component of an AC voltage of the AC power provided by the external charging facility and the magnitude of the DC voltage formed by the DC link capacitor.
