This scheme provides a two-step process. A first step is to use UAV as a reference point of a time difference of arrival (TDOA) technique to recognize distribution of terminals. In a second step, a plane coordinate and a minimum altitude are obtained on the basis of distribution of mapped terminals, and the UAV autonomously moves to an obtained optimal position for an energy-efficient relay network.
