According to an embodiment of the present invention, the air pocket forming device includes: a first reactor (110) including a first catalyst accommodating unit (111) filled with a first catalyst and a hydrogen peroxide accommodating unit (112) containing hydrogen peroxide and generating oxygen by making the first catalyst react with the hydrogen peroxide; a second reactor (120) generating nitrogen by including a reactant accommodating unit accommodating a reactant including ferric oxide and sodium azide inside and an ignition device (122) supplying energy to the reactant by being included in the reactant accommodating unit; and a discharge unit control valve (130, 140) controlling a discharge amount of the oxygen and the nitrogen in accordance with pressure change corresponding to a sinking depth of a vessel by being individually installed in a discharge unit (114) of the first reactor (110) and the discharge unit (123) of the second reactor (120).
