A device includes a base vehicle (210), a take-off and landing system (212), a rack system (214), a fueling system (216) combined with the base vehicle (210), and a controller (238). The rack system (214) includes a group of racks (400) including a slot (224), but the slot (224) accepts unmanned aircrafts (220) and provides fuel connectors (226) to fuel the unmanned aircrafts (220) and data connectors (228) to transmit data to the unmanned aircrafts (220) in the slot (224). The fueling system (216) fuels one (230) of unmanned aircrafts (220), located in the slot (232), by using at least one of the fueling connectors (226). The controller (238) communicates with the unmanned aircraft (230) by using at least one of the data connectors (228), and enables fueling the unmanned aircraft (230) and exchanging data with the unmanned aircraft (230) at the same time by controlling the fueling of the unmanned aircrafts (220) through the fueling system (216) while the unmanned aircraft (230) stays in the slot (232).
