According to the present invention, a punching device for construction to improve a median strip of a road, comprises: a hydraulic pressure generator (10) mounted on a moving vehicle (12); a hydraulic pressure conversion unit (20) equipped with a hydraulic drill driving unit (22) to generate a reversible translational pressure and a rotational force by hydraulic pressure generated by the hydraulic pressure generator (10), and forming a perforation (C3) on an upper surface (C2) of a median strip by the rotational force; and a contact fixing unit (30) to form a supporting point of the reversible translational pressure generated by the hydraulic pressure conversion portion (20) on the upper surface (C2) of the median strip, and to adhere and fixate the hydraulic pressure conversion unit (20) on a side surface (C1) of the median strip.

    본 발명에 의하면, 이동차량(12)에 장착되는 유압 발생부(10); 유압 발생부(10)에 의하여 발생되는 유압에 의하여 가역 병진 압력과 회전력을 생성하며, 상기 회전력에 의하여 중앙분리대 상면(C2)에 천공(C3)을 형성하기 위한 유압드릴 구동부(22)가 장착된 유압 변환부(20); 및 유압 변환부(20)에 의하여 생성된 가역 병진 압력의 지지점을 중앙분리대 상면(C2) 상에서 이루며 중앙분리대 측면(C1) 상에서 상기 유압 변환부(20)를 밀착 고정시키기 위한 밀착 고정부(30)를 포함하는 도로의 중앙분리대 개량시공용 천공장치가 제공된다.
