Provided is a transparent thermal-barrier and thermal-insulation member with excellent appearance, wherein a protective layer has an excellent abrasion resistance property and an excellent adhesion property. The transparent thermal-barrier and thermal-insulation member includes: a transparent base material (11); and a functional layer (19) formed on the transparent base material (11). The functional layer (19) includes: an infrared ray reflection layer (12) and a protective layer (18) from the transparent base material in order. The protective layer (18) includes: a middle refractive index layer (13), a high refractive index layer (14), and a low refractive index layer (15) in order from the infrared ray reflection layer. The protective layer (18) includes the infrared ray reflection layer (12), a metal oxide layer, and a metal layer. The middle refractive index layer (13) has 1.45-1.55 of a refractive index of the light with the wavelength of 550 nm, and the thickness of the middle refractive index layer (13) is 80-200 nm. The high refractive index layer (14) has 1.65-1.95 of the refractive index of the light with the wavelength of 550 nm, and the thickness of high refractive index layer (14) is 100-350 nm. The low refractive index layer (15) has 1.30-1.45 of the refractive index of the light with the wavelength of 550 nm, and the thickness of the low refractive index layer (15) is 70-150 nm.

(해결 수단) 투명 기재(11)와, 투명 기재(11)의 위에 형성된 기능층(19)을 구비하고, 기능층(19)은, 투명 기재측으로부터 적외선 반사층(12) 및 보호층(18)을 이 순서로 포함하고, 보호층(18)은, 적외선 반사층측으로부터 중굴절률층(13), 고굴절률층(14) 및 저굴절률층(15)을 이 순서로 포함하고, 적외선 반사층(12), 금속 산화물층과 금속층을 포함하고, 중굴절률층(13)은, 파장 550nm의 광의 굴절률이 1.45∼1.55이고, 두께가 80∼200nm이며, 고굴절률층(14)은, 파장 550nm의 광의 굴절률이 1.65∼1.95이고, 두께가 100∼350nm이며, 저굴절률층(15)은, 파장 550nm의 광의 굴절률이 1.30∼1.45이고, 두께가 70∼150nm이다.
