The present invention relates to an apparatus for controlling a signal and speed of a train by using light (laser) to drastically increase safety. The apparatus compensates for technical limits of the currently used train signal system. The apparatus is divided into a light signal device (100) and a vehicle mounting device (200). The light signal device (100) comprises a signal transfer unit (110), a distance measuring unit (120), an operation control unit (140), and a speed control unit (130). The vehicle mounting device (200) is installed being divided into a light (image) sensor unit (210) and a control unit (220).
