The present invention relates to a semi-submersible marine structure having a heave damping plate. More specifically, the heave damping plate is installed in a pontoon portion to reduce a heave movement of a marine structure; thereby not requiring the marine structure to be installed on sea as the marine structure can be attached during installation. As such, the present invention is easily produced, repaired, replaced, and does not restrictively use drilling; and produces equipment sensitive to a vertical movement and does not affect mobility when the present invention is in an emergency. According to the present invention, the semi-submersible marine structure having a main deck, a column, and the pontoon has the heave damping plate to reduce the heave movement of the offshore structure.
