According to one aspect of the present invention, provided is a black ice prediction method, which includes the steps of: collecting a plurality of reference data on a road surface by driving a mobile robot (step S1); collecting measurement data on the road surface of a specific section by driving the mobile robot for a specific section when preset conditions are met (step S2); and applying the reference data and the measured data to a prediction model to predict whether the road surface of the specific section contains non-uniform substances. Therefore, traffic accidents can be reduced by identifying non-uniform substances existing on the road surface in advance.
