본 발명은 하천 유량 측정시에 드론을 이용하여 정사 촬영된 수표면 사진에 평면직각좌표계인 TM(Transverse Meractor) 좌표를 부여하여 효율적인 표면유속 측정 및 유량 산출이 가능하도록 한 드론을 이용한 TM 좌표 기반의 유량 측정 장치 및 방법에 관한 것으로, 지상기준점(Ground Control Point, GCP) 측량에 따른 GCP 측량 정보를 관리하는 GCP 측량 정보 관리부;드론을 일정높이의 정지상태(Hovering)에서 하도 내 선점(選點)한 GCP 점이 포함되도록 카메라와 수표면에 유하하는 부유물이 공선조건을 유지할 수 있도록 정사 촬영하도록 제어하는 항공사진 촬영 제어부;부유물의 이동 위치에 대해 좌표를 부여하고, 부유물의 점 디지타이징 작업을 통해 부여된 X,Y좌표로부터 흐름에 따른 기준시간 동안의 이동거리 및 통수단면적인 상류단과 하류단의 횡단면의 직각방향에 대한 흐름각을 산정하는 좌표부여 및 흐름각 산정부;상류단에서 하류단까지 유하한 위치별 보정거리의 합인 총 보정거리를 총 이동시간으로 나누어 표면유속 산정을 하는 표면유속 산정부;표면유속 산정부에서 산정된 표면 유속을 이용하여 유량을 산정하는 유량 산정부;를 포함하는 것이다.

    The present invention relates to a flow rate measurement device and method based on TM coordinates using a drone for allowing efficient surface flow speed measurement and flow rate calculation by assigning transverse Mercator (TM) coordinates, a plane rectangular coordinate system, to orthophotographs of a water surface using a drone when measuring a river flow rate. The device includes: a ground control point (GCP) survey information management unit that manages GCP survey information according to GCP survey; an aerial photography control unit that controls the drone in a hovering state at a certain height to take orthophotographs so that a camera and a floating object floating on the water surface can maintain collinear conditions to include a GCP point occupied within the river; a coordinate assignment and flow angle calculation unit that provides coordinates for the moving position of the floating object and calculates the flow angle in the direction perpendicular to the cross section of the upstream and downstream ends, a cross-sectional area of flow, and the moving distance during the reference time according to the flow from the X and Y coordinates assigned through the point digitizing operation of the floating object; a surface flow speed calculation unit that calculates a surface flow speed by dividing the total correction distance, which is the sum of the correction distances for each location from the upstream end to the downstream end, by the total travel time; and a flow rate calculation unit that calculates the flow rate using the surface flow speed calculated in the surface flow speed calculation unit.
