The present invention relates to a low-orbit satellite operating system and a method thereof. The low-orbit satellite operating system comprises: a satellite station which includes a plurality of low-orbit satellites and provides information on each satellite; and a ground station determines whether satellite communications overlap each other by referring to the satellite information provided from the satellite station, determines communication according to absolute or relative standards after performing filtering according to a preset maximum angle of elevation in case that the satellite communications overlap each other, determines communication according to a preset priority in the case of the absolute standards, and determines communication according to at least one of the time difference between the overlapping communications, the presence or absence of an available antenna, and the preset priority in the case of the relative standards. Therefore, even when the communications between the satellite station and the ground station overlap each other, the low-orbit satellite operating system can perform smooth communication.

    본 발명은 저궤도위성 운용 시스템 및 그 방법에 관한 것으로, 복수의 저궤도위성을 포함하여 각 위성정보를 제공하는 위성국; 및 상기 위성국으로부터 제공되는 상기 위성정보를 참조하여 위성교신의 중첩여부를 판단하고, 상기 위성교신이 중첩될 경우 기 설정된 최대고각에 따라 필터링한 후에, 절대기준 또는 상대기준에 따라 교신결정하되, 상기 절대기준의 경우 기 설정된 우선순위에 따라 교신결정하고, 상기 상대기준의 경우 중첩교신간 시간차이, 가용안테나유무 및 상기 기 설정된 우선순위 중 적어도 하나에 따라 교신결정하는 지상국;을 포함함으로써, 위성국과 지상국 간의 상호간에 교신이 중첩될 경우에도 원활한 교신을 수행할 수 있다.
