The present invention relates to a battery charging and discharging device and, more specifically, to a serial battery charging and discharging device which allows individual battery cells to be uniformly charged in a device which connects a plurality of cells in series to perform charging and discharging, wherein the individual battery cells have different charging and discharging features since capacities and internal resistance of the individual battery cells are not completely identical.
