The present invention relates to a system for quickly and efficiently detecting a vehicle parked or stopped in an illegal parking zone by using a wide area detection image obtained by photographing a wide range of an enforcement zone in cracking down on vehicles entering an illegal parking zone. According to the present invention, a vehicle area is detected by applying a deep learning detection model built for an image of the vehicle area and a license plate area included in the wide area detection image taken by an imaging unit. Also, a vehicle number is immediately recognized or a target expansion ratio of the vehicle area is determined according to a size of the detected vehicle area. When the target expansion ratio is below a certain size, super-resolution image restoration is applied to the vehicle area image to recognize the vehicle number. When the target expansion ratio exceeds a certain size and vehicle number recognition is impossible, it is determined whether the vehicle is a vehicle that has been cracked down. In the case of a cracked vehicle, detection operation for the vehicle area is stopped, and in the case of a new vehicle, a new enforcement operation is notified such that it is possible to effectively detect a vehicle in violation. In addition, a deep learning-based illegal parking enforcement system using a wide area image of the present invention comprises: a field part (100); a control room part (300); and a wired and wireless network (200) connecting the field part and the control room part through a wired and wireless communication means.
본 발명은 불법 주정차구역에 진입한 차량을 단속함에 있어서, 넓은 범위의 단속구역을 촬영한 광역 검지영상을 이용하여 불법 주정차구역에 주차 또는 정차되어 있는 차량을 신속하고 효율적으로 검출하는 시스템에 관한 것이다. 본 발명은 촬상부에 의해 촬영된 광역 검지영상에 포함되어 있는 차량영역 및 번호판영역의 이미지에 대하여 구축된 딥러닝 검출모델을 적용하여 차량영역을 검출하고, 검출된 차량영역의 크기에 따라 바로 차량번호를 인식하거나, 해당 차량영역의 목표 확대비율을 판단하고, 목표 확대비율이 일정 크기 이하일 경우에는 그 차량영역 이미지에 초해상도 영상복원을 적용하여 차량의 번호를 인식하며, 목표 확대비율이 일정 크기를 초과하여 차량번호 인식이 불가한 경우에는 해당 차량이 기단속된 차량인지 여부를 판단하여, 기단속 차량일 경우에는 차량영역에 대한 검출동작을 중지하고, 신규 차량일 경우에는 신규 단속동작을 수행하도록 통지함으로써, 위반차량을 효과적으로 검출할 수 있는 광역 검지영상을 이용한 딥러닝 기반 불법주정차 단속시스템에 관한 것이다.
