The present invention relates to a road safety indicating system having a module type LED lighting unit that comprises a sensing unit for detecting a change in a vehicle, a pedestrian, and a signal system; a light emitting unit for flickering an indicator light source in response to a signal input from the sensing unit; a control unit for controlling the operation of the light emitting unit; and a power supply unit for supplying power to the sensing unit, the light emitting unit, and the control unit. According to the present invention, there is an effect of detecting the jaywalking of the pedestrian or the entry of the vehicle, and simultaneously recognizing the attention and warning to a vehicle driver and the pedestrian through a module type LED unit.
