본 발명은 이동식 주정차 단속시스템에 관한 것으로, 그 구성은 불법 주정차 차량과 정상 운행 차량을 정상적으로 구분하기 위해 차량 번호인식을 위한 인식카메라와 증거확보를 위해 대상차량을 포함한 주변 환경 영상을 획득하기 위한 검지카메라가 구비된 단속차량를 통해 촬영된 불법 주정차 차량 및 주변 모션을 기초로 불법 주정차 지역의 현재 영상과 과거영상을 통한 차량의 배경 모션 벡터 추출, 현재 영상과 과거 영상의 휠 영상을 통한 모션 벡터 추출 또는 휠 영상의 비교를 차량 번호판으로 주정차 여부를 확인하고 해당 단속결과를 단속서버로 전송하도록 구성성된다. 이에 따라, 본 발명은 불법 주정차 단속 차량에 검지 카메라만 별도 모듈로 추가 구성하여 기존 주정차 단속시스템과 연동을 함으로써 주정차 차량의 번호판, 배경 모션, 휠 영상의 촬영이 가능하여 장치 구비에 따른 설치비용을 절약할 수 있는 효과를 제공한다.

    The present invention relates to a movable parking enforcement system and a method of determining whether a vehicle is running using the system. The method for determining whether a vehicle is running comprises: a step of driving a lighting unit according to an external illuminance by a power source applied through a power source unit and receiving an image of a parked or stopped vehicle photographed by a camera of a camera unit and recognizing a vehicle number through a control module unit to determine the position and size of the license plate of the vehicle; a step of setting the polygon of a target vehicle in the form of aW1, bH1, cW1, dH2 ..., if the width of the license plate is W and the height is H when the vehicle is first detected to recognize the vehicle number transmitted from the camera unit; a step of generating a motion vector through a previous image and a current image when the same vehicle is detected again and classifying a motion vector similar to a motion vector in the polygon of the previous vehicle to update the polygon of the vehicle; a step of extracting a motion vector of the vehicle and background from the current image and the previous image, extracting the motion vector from a current wheel image and a previous wheel image, converting the shape of the previous wheel image into the shape of the current wheel image and determining whether the vehicle is stopped or moved; and a step of transmitting the vehicle number and determination information to a control server to notify the vehicle of parking or stopping violation if it is determined that the vehicle is in a stopped state, and proceeding to an initial image input step if the vehicle is not in a stopped state. According to the present invention, it is possible to photograph the license plate, background motion, and wheel images of a parking or stopping vehicle by connecting only a detection camera as a separate module to an illegal parking enforcement vehicle so as to interoperate with the existing parking enforcement system and thus the cost of installing any additional device can be saved.
