The present invention relates to a fuel reformer and, more specifically, to a fuel reformer for supplying hydrogen to a fuel cell for a submarine. According to the present invention, the fuel reformer comprises: a central chamber unit; a heat exchange chamber unit; a plurality of catalyst tubes; and a heat exchanger, wherein the fuel reformer has a compact structure capable of being loaded in the submarine. Moreover, the fuel reformer according to the present invention ensures efficient mixing and homogeneous distribution of reactants and permits the heat transfer of thermal media to be carried out efficiently.
