The present invention relates to a method and an apparatus for salvaging a submerged ship, the apparatus which includes multiple buoyanttanks (110) having a hollow structure capable of generating buoyancy; a salvaging wire (120) which can surrounds the entire lower part of a sunken ship (300) while arranging the buoyanttanks (110) to be adjustable at required intervals by connecting the buoyant tanks (110) in a row; and a wire holder (130) which alternately sets both ends of the salvaging wire (120) in opposite directions to be fastened in a single direction so that the salvaging wire (120) is immobilized. According to the present invention, the method includes putting water (or seawater) into the buoyant tanks (110) connected by the salvaging wire (120) in a salvage ship (200), sinking the buoyant tanks to the sea bed around the sunken ship (300), forcibly pulling the both ends of the salvaging wire (120) by the salvage ship (200) so that the buoyant tanks (110) connected to the salvaging wire (120) are closely in contact with the body of the sunken ship (300) and surround the entire lower part of the body, and injecting buoyancy generating gas while discharging the water in the buoyant tanks (110) so that the sunken ship (300) is raised naturally as the buoyant tanks (110) are floated by buoyancy.
