The present invention relates to a cooling and thermoelectric power generating system for a vehicle capable of generating power necessary for the vehicle using waste heat of a cooling system, and improving a cooling performance of the vehicle. A cooling and thermoelectric power generating system for a vehicle according to an embodiment of the present invention includes a low-temperature radiator formed on an external air suction port receiving external air in the front side of the vehicle to an engine room; a cooling water line circulating cooling water passed through the low-temperature radiator to the low-temperature radiator again via a water-cooling condenser; a coolant line, wherein a coolant flows after passing through the condenser; and a thermoelectric power generator through which the cooling water flowing in the cooling water line and the coolant flowing in the coolant line pass. The thermoelectric power generator is capable of generating thermoelectric power using a difference between the temperature of the coolant flowing in the coolant line and the temperature of the cooling water flowing in the cooling water line.
