To provide a road surface monitoring device that is able to accurately grasp a road surface condition.SOLUTION: A server 80 acquires travel data of a plurality of vehicles. Based on acceleration data of the vehicles and the position data of the vehicles included in the travel data, the server 80 selects a point at which a proportion of vehicles that have detected road damage is equal to or higher than a predetermined value. The server 80 acquires traveling data from vehicles that match a predetermined condition among the vehicles traveling at the selected point.SELECTED DRAWING: Figure 2
