To detect a predictive of drunkenness using a physiological index associated with an occurrence situation of drunkenness of a person in a shaking state to control shaking so that the degree of the drunkenness is mitigated.SOLUTION: A controller 10 is configured to: acquire heart behavior data indicating an activity situation of the heart of a user in a shaking state; measure, from the acquired heart behavior data, inter-beat alternation variation in a diastole, and analyze an activity situation of an autonomous nerve of the user from a measurement result of the inter-beat alternation variation; determine, by using a result of the analysis of the activity situation of the autonomous nerve of the user, whether or not abnormality is recognized in an activity of the autonomous nerve of the user; and performs, when abnormality is recognized in the activity of the autonomous nerve of the user, control of changing shaking applied to the user.SELECTED DRAWING: Figure 3
