To efficiently extract images related to traffic events from a vast amount of recorded video.SOLUTION: A first time identification unit identifies the time of occurrence of a traffic event by executing a first image analysis process capable of detecting the traffic event on a reference recorded video. A first extraction unit extracts from the reference recorded video traffic event images captured during a predetermined period of time including the time of the traffic event. A second time determination unit identifies the time of occurrence of a relevant event by performing a second image analysis process that can detect the relevant event associated with the traffic event on at least one of the upstream recorded video or the downstream recorded video.
