To provide a monitoring system capable of performing constant global monitoring with a small number of satellites and high in monitoring performance such as spatial resolution and monitoring performance.SOLUTION: A monitoring system 3000 comprises: a plurality of monitor satellites including a first monitoring device directed to an earth surface and a second monitoring device directed to an earth circumference; and a ground facility. Six or more monitor satellites form a satellite constellation of an equator sky satellite group flying over the equator with less than orbit inclination of 10 degrees. The monitoring system 3000 has an elliptic orbit, expands a monitoring range of the second monitoring device to a high latitude side near a remote point, and expands it to a low latitude side near a near point. The monitoring system 3000 can monitor, against a cosmic background, a tangential direction of a north latitude of 20 degrees at an orbit altitude of about 400 km, a tangential direction of a north latitude of 30 degrees at an orbit altitude of about 1,000 km, a tangential direction of a north latitude of 40 degrees at an orbit altitude of about 2,000 km, a tangential direction of a north latitude of 50 degrees at an orbit altitude of about 3,600 km, and a tangential direction of a north latitude of 60 degrees at an orbit altitude of about 12,800 km.SELECTED DRAWING: Figure 44

    【課題】少ない衛星数で全球常時監視が可能であり、空間分解能及び監視性能のような監視性能の高い監視システムを提供する。【解決手段】監視システム3000は、地球表面を指向する第一監視装置と地球周縁を指向する第二監視装置を持つ複数の監視衛星と、地上設備を持つ。6機以上の監視衛星が軌道傾斜角10度未満で赤道上空を飛翔する赤道上空衛星群の衛星コンステレーションを形成する。監視システム3000は、軌道が楕円軌道であり、第二監視装置の監視範囲を遠地点付近で高緯度側に拡大し、近地点付近で低緯度側に拡大する。監視システム3000は軌道高度約400kmで北緯20度の接線方向を、軌道高度約1000kmで北緯30度の接線方向を、軌道高度約2000kmで北緯40度の接線方向を、軌道高度約3600kmで北緯50度の接線方向を、軌道高度約12800kmで北緯60度の接線方向を、宇宙背景で監視できる。【選択図】図44
