To obtain a management device for improving safety without requiring a manual operation.SOLUTION: A management device 2 comprises: a photographing data reception section 24 for acquiring photographing data obtained by allowing restriction equipment 1 indicating a restriction zone of a road to photograph an area including at least an upstream side of a traffic flow on the road; a vehicle state estimation section 26 for estimating a position, travel direction, and speed of a vehicle on the upstream side with the use of the photographing data; and a collision determination section 27 for predicting a movement route of the vehicle with the use of an estimation result by the vehicle state estimation section 26, determining whether the vehicle has a possibility to collide with an object based on the predicted movement route and position information indicating the position of the object within the restriction zone, and executing avoidance processing when it is determined that the vehicle has a possibility to collide with the object.SELECTED DRAWING: Figure 1
