To provide a car upper handrail and an elevator capable of improving safety when working and preventing interference with equipment installed on a ceiling part when storing.SOLUTION: An upper handrail 10 comprises horizontal bars 31, 32, and a vertical bar 35 fixed to the horizontal bars 31, 32, and extending in the direction orthogonal to the direction where the horizontal bars 31, 32 extend. The vertical bar 35 has a fixing member 41 fixed to the horizontal bars 31, 32, and a slide member 42 telescopically supported by the fixing member 41 and stored in the fixing member 41 in a protruding manner toward a ceiling unit 101 from the fixing member 41.SELECTED DRAWING: Figure 1
