To provide technology for accurately determining onboard positions, including the number of electronic control units to be mounted, in designing the onboard positions of the electronic control units.SOLUTION: In S130, a processing unit 5 acquires a coefficient that defines an onboard function set including a first decision variable and a second decision variable, and an onboard condition that limits a range that the first decision variable and the second decision variable may take. The first decision variable represents whether to mount zone ECUs, for each of onboard candidate positions. The second decision variable represents whether a peripheral device is connected to the zone ECUs mounted in the onboard candidate positions. In S140, the processing unit 5 determines an onboard position and the number of electronic control units to be mounted by calculating the first decision variable and the second decision variable that minimize an evaluation value calculated by the onboard function in a range that satisfies the onboard condition.SELECTED DRAWING: Figure 6
