To provide a member conveyance device and a member conveyance method that are able to reduce the burden of conveying a long member.SOLUTION: In a member conveyance device 1, a bogie 6 has: a base 61 on which a loading surface 611 for loading an elevator rail 2 is formed; and a mounting portion 63 provided on the base 61. The mounting portion 63 includes a coupling shaft 632. In a state in which the elevator rail 2 is coupled to the base 61 by the coupling shaft 632, the coupling shaft 632 is passed through a coupling hole 21 provided in the elevator rail 2, and the elevator rail 2 is made free to rotate around the coupling shaft 632 in a direction in which an angle of the elevator rail 2 with respect to the loading surface 611 changes.SELECTED DRAWING: Figure 5
