To support smooth passing driving on a passageway where a road width is narrow.SOLUTION: A vehicle passing arbitration system comprises: a driving skill evaluation unit 110 that evaluates a driving skill of each driver; a body condition determination unit 120 that determines the body condition of each driver; a passing order proposing unit 150 that proposes a passing order for narrow passage for each driver; and a communication unit 160 that communicates with an oncoming vehicle, where: the passing order proposing unit 150 proposes a passing order based on information including an evaluation result by the driving skill evaluation unit 110 and a determination result of the body condition by the body condition determination unit 120; and the communication unit 160 transmits a suggested passing order to the oncoming vehicle.SELECTED DRAWING: Figure 1
