To properly guide a movement route to users, irrespective of whether or not there is an intersection (special intersection) where a traffic light is installed that extends or discontinues a green light.SOLUTION: A search unit searches for multiple movement routes to a destination. An estimation unit estimates, for each of the movement routes searched by the search unit, a wait time at each intersection passed by in the movement route and where a traffic light is installed. A determination unit determines a guidance route from among the searched multiple movement routes on the basis of the wait time at each intersection estimated by the estimation unit. The wait time at a special intersection where a traffic light is installed that extends or discontinues a green light and the wait time at a non-special intersection where a traffic light is installed that does not extend or discontinue a green light are estimated by a different logic.SELECTED DRAWING: Figure 3

    【課題】青信号の延長、または打切りが行われる信号機が設置された交差点(特殊交差点)の有無にかかわらず、ユーザに対して移動経路の案内を適正に行う。【解決手段】探索部は、目的地までの複数本の移動経路を探索する。推定部は、探索部によって探索された移動経路毎に、その移動経路において通行する信号機が設置された各交差点での待ち時間を推定する。決定部は、推定部によって推定された各交差点での待ち時間を基に、探索された複数本の移動経路の中から案内経路を決定する。青信号の延長、または打切りが行われる信号機が設置された特殊交差点の待ち時間と、青信号の延長、または打切りが行われない信号機が設置されている非特殊交差点の待ち時間と、は異なるロジックで推定される。【選択図】図3
