To create a stowage plan for cargo in a vessel with the number of fixing members set optimally.SOLUTION: A stowage plan creating device for a vessel includes: a cargo information acquisition unit for acquiring information on a plurality of cargo subject for stowage and information on a plurality of slots for arranging the cargo in a vessel; a restriction condition acquisition unit for acquiring restriction conditions for arranging the cargo in the slots; and an optimization calculation execution unit for carrying out an optimization calculation for making the number of fixing members for fixing the cargo in the vessel optimal so that the restriction conditions are fulfilled, and setting the slots to be arranged for respective cargo when the result of the optimization calculation is optimal.SELECTED DRAWING: Figure 2
