To provide a system capable of enhancing a possibility for proposing battery charging on a day when weather is other than rainy weather (clear or cloudy).SOLUTION: A charging proposal system comprises: an acquisition part acquiring weather information and charging result information which is battery charging result of a vehicle of a user; and a charging proposal part proposing the charging of the battery. The charging result information includes weather when the battery is charged, and a battery residual amount when charged. When today's weather indicated by the weather information is clear or cloudy weather, weather after tomorrow is rain, and charging result of the user in rainy weather based on the charging result information is less than a predetermined reference value, the charging proposal part proposes the charging in the case where current battery residual amount is equal to or less than the sum of the battery residual amount when charged and estimated power used amount in the rainy weather.SELECTED DRAWING: Figure 1
