The detection unit 25 detects a state inside of a cabin in a vehicle 11. A risk calculation section 33 in the control unit 32 calculates a fall-over risk which is an intensity of a risk in a case where a passenger in the cabin falls over on the basis of cabin inside information including at least information obtained by the detection unit 25. A passenger to be a target of falling-over is defined as a fall-over target passenger and at least one of other passengers and a vehicle structure positioned around the fall-over target passenger in the cabin is defined as a risk target object. The risk calculation section 33 calculates the fall-over risk on the basis of information, which is information included in the cabin inside information, relating to a relative positional relation between the fall-over target passenger and the risk target object.SELECTED DRAWING: Figure 3
