To provide a battery control device, a battery utilization system, a battery control method, and a program capable of appropriately suppressing current cut-off control to extend the life of a battery.SOLUTION: A battery control device includes: a cut-off unit that cuts off a current flowing from a battery to a load; and a control unit that controls an operation of the cut-off unit based on a state of the battery. The control unit reduces an available capacity of power from the battery when the state of the battery satisfies a second condition looser than a first condition for activating the cut-off unit.SELECTED DRAWING: Figure 2
