The control circuits 26, 27 are activated when the voltage of the in-vehicle power supply 10 crosses a predetermined reset voltage, and they discharge the residual charge from the first internal power supply 21, the second internal power supply 22, and the in-vehicle load 40. At this time, control circuits 26, 27 activate the internal power supplies 21, 22 on the condition that output voltages of the internal power supplies 21, 22 have dropped to a voltage where subsequent loads 23 to 25, 30 to 40 do not operate erratically, and voltage of the in-vehicle power supply 10 has exceeded a predetermined start-up voltage.SELECTED DRAWING: Figure 1
