To provide a holding device which can lay floor panels without leaving a gap between the floor panels, when laying a plurality of floor panels in adjacent positions so as to be in contact with each other, and, thus, which can achieve alleviation of workload, and to provide a laying method of floor panel using the holding device.SOLUTION: A holding device 10 includes: left and right holding arms 12 which oscillate on both sides in the left-to-right direction, and which hold an end surface of a laying object floor panel P1 at a lower end part; and an operation part 16 for oscillating the holding arms 12. The left and right holding arms 12 includes: a holding surface 125a formed inside the left-to-right direction, and coming into contact with the end surface of the laying object floor panel P1; and a positioning surface 125b which performs positioning in the vertical direction by protruding to the outside in the left-to-right direction from a lower end of the holding surface 125a at a position further upward than a lower surface of the laying object floor panel P1 when laying the laying object floor panel P1, and by coming into contact with an upper surface of an adjacent floor panel P2 which has already been laid.SELECTED DRAWING: Figure 8F
